The forms of hunting
From the water blind in the lagoons of Ravenna to the wood pigeon hide in the hills, from the pointing dog to the driven boar hunt: how people hunt in Romagna and under which rules.
From a water blind, in the lagoons
The botte is a fixed blind in the water: a barrel, a tub or a boat anchored to the bottom of a lagoon, a pialassa or a canal, where hunters wait for ducks, coots and other waterfowl. It is the hunting of the lagoons of Ravenna, from the Pialassa della Baiona to the Valle Furlana in the Comacchio lagoons. A wetland blind has one main barrel and at most two more within 150 metres; while in use nobody may hunt in other forms within 300 metres, and at most 6 hunters may shoot from it. In wetlands only lead-free shot is allowed.
From a hide
The hide is a fixed blind on the ground, in a tree or on a tower at most 15 metres high, camouflaged and at most 10 square metres. Hunters wait for passing migrants: thrushes, fieldfares, blackbirds, skylarks, wood pigeons. Those who chose the fixed-blind form may use live decoys. In October and November those hunting only migrants from a blind get two extra days a week.
Wood pigeon, the Romagna way
A traditional hunt: a main hide and up to two more within 150 metres, often on towers in the woods that may not rise above the trees around them. In the province of Ravenna new wood pigeon blinds may only be built south of the via Emilia, in the hills. The wood pigeon opens with the September early opening, only from a blind and until 1 pm.
Walked-up with a dog
You walk with a pointing or flushing dog, at most two dogs per hunter: pheasant, grey partridge, red-legged partridge, hare, wild rabbit. Grey and red-legged partridge only in the districts and estates with a culling plan approved by the Region. A walking hunter wears at least one clearly visible orange or yellow garment.
Woodcock
Walked-up only, with a pointing or flushing dog. From December, north of the via Emilia, it is hunted only along the watercourses listed by the Region and within 50 metres of the water; on hunting estates everywhere. In frost the Region may stop it: the alert is on the Arpae website.
Hare with a pack of hounds
With scent hounds: the Region authorises by name packs recognised by ENCI, the Italian kennel club, of up to six dogs per handler, on an application made by the district by 1 August within dog breeding projects. The handler fills in a booklet at every outing.
Wild boar: driven hunts
The collective hunt in a team with hounds: driven hunts on Wednesday, Saturday and Sunday in the districts, on Thursday, Saturday and Sunday on hunting estates; the girata, with a single tracking dog, on three days of your choice. Every animal shot gets a numbered tag on the tendon before leaving the hunting area. There is no bag limit for wild boar.
Selective culling of hoofed game
From a high seat or stalking, with a rifle and scope, on the animals assigned by a culling plan: roe deer, fallow deer, red deer, mouflon and wild boar, up to five days a week. It needs a specific qualification with a compulsory course; those who got it in another region or country can ask for it to be recognised. North of the via Emilia you may only shoot from raised points such as high seats and embankments. Because of African swine fever, wild boar may be culled all year, until midnight.
On estates: the hunting reserves (AFV)
These are areas granted by the Region with a management plan: here hunting of resident game goes on until 31 January (hare until 31 December) and the animals of the plan do not count towards the bag limit. You enter by agreement with the holder. A visitor from abroad who hunts only there makes a declaration and does not need a district.
The pheasant estates: game farms (AATV)
On game farm estates you hunt only authorised farm-reared game released by the estate, such as pheasants, grey and red-legged partridges: from 2 September to 31 January, from dawn to sunset, up to five days a week and in any form. These days do not count towards the three weekly ones and farm-reared game is not written on the hunting card.
Fox
Walked-up until 6 December; then only in teams authorised by the districts or the estates, with hounds. From a blind with a rifle and scope only for those qualified for selective culling or who passed the shooting test; north of the via Emilia from raised points.
With a falcon and with a bow
National law also allows the bow and the falcon. With a falcon the same rules apply as for resident and migratory game; with a bow the regional fee is the lowest.

Emilia-Romagna has 49 districts. The districts of Ravenna and those of Forlì-Cesena each have one joint committee; Rimini has two. The Region's hunting districts
Estates and special areas
Hunting reserves (AFV)
Licensed areas with a management plan, often in the hills and in the lagoons. A longer season for resident game; you hunt with the holder's permission.
Game farm estates (AATV)
Farms where you hunt released farm-reared pheasants and other game, from 2 September to 31 January, even five days a week. They are the simplest way for a visitor to hunt in Romagna.
Dog training areas
Areas for training dogs; with the manager's consent you may hunt migratory game there from a temporary blind.
The up-to-date list of estates is kept by the provincial office for agriculture, hunting and fishing (Ravenna, Forlì-Cesena, Rimini). The hunting and fishing offices
The 44 hunting estates of Romagna
All the hunting reserves (AFV) and game farm estates (AATV) of the provinces of Ravenna, Forlì-Cesena and Rimini, with their town and size. To hunt there you need the agreement of the holder: the names are those of the Region's register, the contacts come from the district or the provincial hunting office.

Where hunting is forbidden
Parks
No hunting inside the parks: Foreste Casentinesi, Po Delta, Vena del Gesso Romagnola, Sasso Simone and Simoncello. In the buffer areas the park rules apply.
Refuges and restocking areas
Protection refuges, restocking and capture areas, wildlife breeding centres and fenced, signposted land: always forbidden there.
The coast
In the Rimini and Forlì-Cesena areas hunting is never allowed on the sea side of the SS16 Adriatica road. At Lido Adriano, towards the sea, it is forbidden from 2 to 17 September.
Houses, roads, machines
Never within 100 metres of houses and workplaces, 50 metres of roads and railways, 150 metres of farm machines at work; never shoot within 150 metres towards solar panels, stables and pens with animals.
Burnt woods
For ten years no hunting in woods that have burnt; during a fire not even within a thousand metres.
Wetlands and lead
In wetlands and within 100 metres of them you may not shoot lead shot (EU regulation 2021/57): you need non-toxic shot, for example steel.
The documents to hunt
For residents of Emilia-Romagna there are seven steps, from the exam to the hunting card. Further down: the fixed blind and visitors.
1. The qualification exam
The Region runs it free of charge in its territorial offices for agriculture, hunting and fishing: you pay only the stamp duty. You need residence in Emilia-Romagna, an age of at least 17 years and 9 months and a fitness certificate from the local health authority. Courses by hunting associations help but are not compulsory.
2. The hunting gun licence
You apply to the Questura (police headquarters), a police station or the Carabinieri: a medical certificate from the health authority or a military or police doctor, the weapons handling certificate of the national shooting range (or military discharge), the qualification and two 16-euro revenue stamps. It lasts 5 years, but each year it is valid only once the State fee of 173,16 euro is paid.
3. The regional fee
Every year you hunt you also pay the Emilia-Romagna fee, which depends on the gun: 37,70 euro with a single shot, a bow or a falcon, 52,68 euro with two shots, 66,62 euro with more than two shots. It can be paid online.
4. Insurance
A policy for third-party liability and accidents, with the legal minimum cover, is compulsory.
5. Joining a district
To hunt on open land you join the district and pay its annual fee; each district has its own admission rules for outsiders. For migratory game only there is also hunting "in mobility" in other districts, with a daily authorisation.
6. The hunting card
Your town of residence issues it, with the licence and the receipts of fees, insurance and district. Before each day you mark the date, the type of hunting and the district; every animal is marked right after it is shot. It also exists as an app, with digital identity. The paper one is returned by 31 March.
7. The form of hunting
The law makes you choose one form exclusively: the fixed blind or all the other forms together. The choice lasts a year and renews itself, unless you ask to change by 1 November.
Your own fixed blind: barrel or hide
In the province of Ravenna the Province grants the authorisation: apply by 1 November for the following season, with the landowner's written consent, a 1:10,000 map and your licence. New blinds must be at least 300 metres from houses (150 with the residents' consent) and 400 metres from refuges and restocking areas, and none may be built in Natura 2000 sites or in the Delta buffer zone. The number is capped: no more than 1,559 in the whole province. The regional fee is 55,78 euro a year.
If you come from abroad or from another region
The hunting card for foreigners
For foreigners and Italians living abroad it is issued by the local territorial office for agriculture, hunting and fishing. You need an identity document, your hunting licence, a liability and accident policy with cover no lower than the Italian one (with clear payment and start dates), for EU citizens the European Firearms Pass, and the district receipt or a declaration that you hunt only on one hunting estate.
Weapons from outside Europe
Visitors from outside the European Union first contact the police of their country and the Italian police to bring their weapons. Otherwise they may use weapons of an Italian resident under a loan agreement.
From another Italian region
Your hunting card is valid all over Italy, but you follow the Emilia-Romagna calendar, enter with admission to a district or on an estate, and mark V (walked-up) or A (blind) even if your card has no space for it.
Exam and qualifications The hunting card Hunting card for foreigners
Weapons, ammunition and transport
What may be used for hunting in Italy and what Emilia-Romagna adds, how many weapons you may keep at home and how to carry them by car.
Permitted guns
Smooth-bore guns of up to two shots, also pump or semi-automatic with a magazine of no more than two cartridges, calibre no larger than 12; rifles of at least 5.6 mm calibre with a case of at least 40 mm; combination guns with two or three barrels. For wild boar the magazine of a semi-automatic rifle may hold more.
In Emilia-Romagna
Rifles and single slugs only for hoofed game and fox from a blind. Shot no larger than size 00 (4.1 mm) and no long-range cartridges of the "over 100" type. For hoofed game the Region recommends lead-free ammunition.
Clothing and dogs
A walking hunter wears at least one orange or yellow garment visible all around: armbands are not enough. Dogs must be microchipped; electric collars are forbidden, GPS trackers are allowed. Radios and phones may not be used to drive the hunt.
How many weapons at home
With a licence you may keep up to 3 common firearms, 12 sporting ones and any number of hunting guns, all declared to the police. Shot cartridges need no declaration up to 1,000 (at most 1,500 with a declaration); single-ball ones always do.
Transport
In the car the gun is unloaded and in its case. With the hunting licence you carry it only to go hunting or clay shooting, with the year's fee paid, up to 6 weapons at once. To and from a fixed blind, where you may not hunt on foot, the gun is taken apart or cased.
The European Firearms Pass
For hunters from the European Union: the police of your country issue it (in Italy the Questura), it lists up to 10 weapons and lasts as long as the licence, at most 5 years. With the pass you take the hunting weapons written on it to another EU state; some countries also ask for prior consent.
The fishing licence
In rivers, canals and lakes (inland waters) you need the regional licence; at sea you do not. Here is which one to get and who is exempt.
Licence C, for visitors
For Italians and foreigners: 6,82 euro, valid 30 days from payment all over Italy. The payment receipt is the licence: keep it with an identity document. Paying online requires an Italian tax code.
Licence B, for residents
For residents of Emilia-Romagna: 22,72 euro, valid one year (365 days from payment) all over Italy. Licences from the other regions and from Trento and Bolzano are also valid here.
Who is exempt
Children under 12 with a licensed adult, minors with the course certificate of a fishing association, people over 65, people with disabilities (law 104), foreigners taking part in a competition, and anyone fishing in paid ponds or on private property.
Trout: the catch card
To keep trout and other salmonids you also need the regional catch card, issued by towns and fishing associations: at the first catch you write the code of the sub-basin and tick off each fish at once. At most 5 salmonids a day.
Paid fishing ponds
These are private lakes authorised by the Region: no licence is needed, you pay the operator and follow their rules on rods, baits and release. It is the easiest way to fish with children.
Fishing rules in rivers and lakes
Every water has a category, from A for the lower reaches of rivers to D for mountain streams: gear, hours and how much fish you may take home change with it.
| Category | Waters and fish | Gear | Hours | Per day |
|---|---|---|---|---|
| A | Lower reaches of rivers, brackish waters, the Po: freshwater and sea species | 1 to 3 rods with at most 3 hooks each, within 10 metres; also lift nets | no time limits | 5 kg |
| B | Lowlands: carp, tench, pike and other cyprinids | 1 to 3 rods with at most 3 hooks each, within 10 metres; small lift net | daytime, see the table | 4 kg |
| C | Hills: chub, barbel, nase | one rod with a single barbless (or crushed) hook; lures with at most 2 hooks; at most 3 litres of groundbait; no boat | daytime, see the table | 2 kg |
| D | Mountains: brown trout | one rod with a single barbless hook; no groundbait, no maggots or salmon eggs | closed from 7 pm on the first Sunday of October to 5 am on the last Sunday of March | 2 kg, at most 5 trout |
Hours in B, C and D waters
| January and February | 7 - 18 |
| March and April | 5 - 19 |
| May | 4 - 20 |
| June, July, August | 4 - 21 |
| September and October | 5 - 19 |
| November and December | 7 - 18 |
With summer time the hours shift accordingly. Fish over the weight limit may be kept only if it is the last one caught; non-native species do not count towards the weight.

What you must not do
Distances
Whoever arrives later keeps at least 15 metres from those already fishing. During the hunting season submerged gear stays at least 150 metres from fixed blinds.
Forbidden methods
By hand or underwater, with live fish as bait, with electricity or lights, by snagging, in frozen waters, in floodplains flooded by high water and in drained canals.
Release at once
An undersized fish or one caught in its closed season goes straight back, cutting the line if the hook is too deep.
Alien fish

Sea fishing
There is no licence at sea, but there are rules and a registration to make before you go.
The registration with the Ministry
Sea anglers make the free registration with the Ministry of Agriculture on the SIAN portal, with SPID, CIE or CNS; visitors from abroad have a dedicated access. It expires: check it on the portal before you go.
The RecFishing app
Since 2026 the European Union asks anglers, mainly those fishing from boats or spearfishing, to record some trips and catches with the RecFishing app. The instructions are on the Ministry website.
5 kilos a day
A sport angler takes home at most 5 kilos of fish a day, except a single heavier fish, and does not sell it. EU minimum sizes apply: for example sea bass 25 cm and gilthead bream 20 cm.
Breakwaters and piers
The breakwaters of the port of Ravenna belong to the Port System Authority: follow the Harbour Office ordinances and the signs on site. During weather alerts access is forbidden to everyone, even permit holders.
Huts and lift nets
Huts with big lift nets are the symbol of the river mouths and lagoons of Ravenna. They may be used only on structures with a valid concession; the catch is at most 10 kilos in total, however many people there are, and the net may be worked only with a licence holder present. All about the padellone below.
Lagoons and refuges
To fish in the Baiona and Piomboni lagoons you need, besides the licence, admission to the civic fishing right of the Comune di Ravenna. At Punte Alberete, Valle Mandriole, the Bevano and the Cervia salt pans fishing is forbidden.

The padellone, fishing from the huts
On the river mouths, the lagoons and the canals around Ravenna stand huts on stilts with a large square net hanging from long poles: in Romagna they are called padelloni, elsewhere bilancioni. An old way of fishing, today more ritual and company than trade, with precise rules and customs of its own.

How it is built
A wooden hut on stilts or on an anchored float, on the bank of a river, a canal or a lagoon. From the hut rise the antennas, long slanting poles that hold, with ropes and pulleys, a square net up to 15 metres a side. A winch, once worked by hand and today often electric, lowers and raises it.
Photo: Gianni Careddu, CC BY-SA 4.0, Wikimedia Commons
How you fish
You lower the net to the bottom, wait a few minutes and raise it slowly: the fish that were passing over it stay in the middle, where the mesh is finer, and are gathered with a long landing net. Then you start again, for hours, following the tide and the current.
Photo: Coyote III, CC BY-SA 4.0, Wikimedia Commons
What you catch
Once eels, mullet and flounder in amounts the old fishermen still remember fondly; today mostly mullet, shrimp, sand smelt and, in the lagoons, pipefish, killifish and gobies. In recent years the blue crab ends up in the net too, the invasive species the hut owners help to take out of the water.

Where it comes from
Shelters of reed and wood have always stood on the lagoons; huts with a net, the owners say, date back at least to the 18th century, built from salvaged materials by poor families who put dinner together with the fish. Land reclamation wiped many out; from the 1950s they became sturdier and more comfortable, and places of leisure.

The lagoons
In the Baiona and Piomboni lagoons, the brackish waters between Ravenna and the sea, there were 245 huts according to the Comune in December 2023. To fish there you need the civic fishing right of the Comune di Ravenna: a three-year permit for those who have lived in Ravenna for at least three years, a yearly one for non-residents who hold a fixed padellone.
Photo: Marco della pasqua, CC BY-SA 3.0, Wikimedia Commons
Not only Ravenna
Padelloni can be seen on the Fiumi Uniti, the Savio, the Reno, the Candiano canal and in the port canals of the coast, as at Cesenatico. Close relatives are the bilancioni of the Comacchio lagoons, the trabocchi of Abruzzo and the carrelets of the French Atlantic coast.
The rules of the padellone
Under the regional fishing regulation (no. 1 of 2018) the padellone is a "fixed lift net". The sizes of the net:
| Part of the net | Maximum side | Minimum mesh |
|---|---|---|
| The whole net | 15 m | 24 mm |
| The finer central square | 6 m | 12 mm |
| The fissetta, the even finer bottom | 2 m | 6 mm |
| The hand lift net on a pole (sport fishing) | 6 m | 20 mm |
Only on approved structures
A fixed lift net may be used only when mounted on a purpose-built structure; its owner must hold a fishing licence and the concession of the area, and comply with landscape and building rules. How many there may be, and where, is decided by the Region.
10 kilos in total
The catch may not exceed 10 kilos in total, however many people are in the hut, except for the tighter limits of some species. The fish is not sold.
With a licence, without groundbait
The net may be worked only when a fishing licence holder is present. While fishing it is forbidden to groundbait, that is, to throw bait into the water to attract the fish.
Half the canal, 200 metres from the next
The net may not take up more than half the width of the water, measured at average low tide. A new installation must be at least 200 metres from the nearest one.
The light at night
A service lamp with diffused light, at most 60 watts, fixed at least 2.5 metres above the water. The red light may stay on all the time, the others only while working the net.
Closed seasons and concessions
In closed seasons the net must be made unusable, also by locking the lifting system. In Ravenna the huts stand on municipal land and may be used only under a concession; to bring those of the lagoons up to standard the Comune had set a deadline of 31 August 2025.

Customs and traditions
The partnership and the turns
A padellone rarely belongs to one person: usually at least six partners keep it, organised like a small company with roles and rules, sharing the costs. Each has a "posta", a fishing turn, which often comes round once every six days. Shares are sold, with the other partners having first refusal, or inherited; a posta costs thousands of euros.
At the table in the hut
The hut is also a dining room on the water: dinners with friends and family, business lunches, the fish just caught cooked on the spot. The saying goes "us magna cun quel che us ciapa", you eat what you catch. And some swear that mayors and political alliances were decided between those walls.
By flat-bottomed boat
Some huts in the lagoons can be reached only by boat or raft, over water that is always shallow and full of hazards. The traditional boats are the batana, the burchiella and the maròta, all flat-bottomed.
The most famous hut
It is a hunting hut: the Capanno Garibaldi, in the Baiona lagoon near Marina Romea, where Giuseppe Garibaldi found refuge on the run in August 1849. Next to it stand padelloni like the one in the first photo of this section.
In the lines of Montale
Eugenio Montale opens his poem "Dora Markus" right here, at the wooden pier of Porto Corsini on the open sea, where "rare men, almost motionless, sink or haul up their nets".
Look with respect
The huts are private and under concession: look at them and photograph them from the bank or the embankment, without stepping onto the walkways unless invited. Many stand inside the Po Delta Park, where its rules apply too.
The word: padellone, padlón and its many sides
Padellone is the augmentative of padella, frying pan, from the Latin patella, "plate, bowl". In the Romagnol dialect the padèla is also the small lift net, and the padlón the big one: that is where the name of the hut comes from.
In Romagnol: padèla, padlón, padlè
In Libero Ercolani's Romagnol-Italian dictionary (1960) the padèla is the frying pan but also the "bilancia", a square bag net hung from two poles bent into arches, crossed and fixed to a long handle. The padlón is the big lift net, and also the whole fishing hut. A padlè is a panful.
In Italian
The Treccani dictionary records padellone as a word of Romagna: "a square fishing net pulled vertically", commonly called bilancia. In the rest of Italy, and in the law, it is called bilancione.
At the theatre
In theatres the padellone is a simple floodlight with diffused light, on the floor or on a tripod, that lights backdrops and backstage; it is also the working light of rehearsals.
Hunting: fare padella
Among hunters and shooters the padella is the missed shot: "fare padella" means shooting and hitting nothing. In the padellone, luckily, something almost always stays in the net.
The record and the square
In everyday speech a padellone is also the old 33 rpm record, the long-playing (De Mauro dictionary). And in Mondaino the round piazza Maggiore is called the padella: via Roma is its handle.
